of social welfare administration in India.
The history of
social welfare administration in India can be traced back to ancient times when
various forms of community support and charity were prevalent. However, the
formalization and institutionalization of social welfare administration in a
modern context began during the colonial period and continued to evolve
post-independence. Here's a brief delineation of the history of social welfare
administration in India:
Ancient Period:
In ancient
India, the concept of "Dana" (charity) was deeply rooted in society.
Kings and wealthy individuals supported the poor, elderly, and disabled through
charitable acts.
The
"ashram" system supported individuals at different stages of life,
with the elderly and ascetics receiving societal care.
Colonial Period
(1600s-1947):
The British
colonial administration introduced some welfare measures, mainly for their own
benefit and to maintain social order. Examples include the establishment of
poorhouses and workhouses.
The famine
relief policies and efforts during the British rule were early forms of state
intervention in social welfare.
Post-Independence
Period (1947 onwards):
The
Constitution of India, adopted in 1950, laid the foundation for social justice
and equality. It included Directive Principles of State Policy, guiding the
state to promote the welfare of the people.
The First
Five-Year Plan (1951-1956) marked the beginning of planned development, with a
focus on poverty alleviation and economic development.
The
establishment of the Planning Commission in 1950 helped coordinate and
implement social welfare programs at the national level.
The Community
Development Program (1952) aimed at rural development and improving the quality
of life in villages.
The Integrated
Child Development Services (ICDS) was launched in 1975 to address the health
